    After the war in Congo-Brazzaville, a great number of associations in France and abroad mobilized to bring their support to that wounded African region. Since 2002, following the initiative of the Fédération Protestante de France, associations have gathered in a platform to work within the framework of the culture of peace in Congo-Brazzaville. Other actions have been set up with associations having very different approaches: the one of the Congolese “diaspora” in France or the one of Scouts et Guides de France.   • The democratisation process as a peace process: the case of Haiti

    Violence and insecurity have become critical obstacles for peace and for political stability in Haiti. Active participation in the recent electoral process testifies the will of the population to live in peace and to overcome social injustices. In this context, human rights organisations and human rights defenders continue their longterm work on citizenship and training programmes. The main aim of this workshop is to make known their efforts for the recomposition of social links and for the participate in the reconstruction of the State in Haiti. It aims also to encourage the efforts and initiatives of international solidarity towards the Haitian population.

  • Cluster bombs : landmines by another name

    Many NGOs have been trying for several years to alert public opinion and governments to the danger of cluster bombs, whose unacceptable humanitarian consequences have been massively observed in Laos, in Kosovo, in Afghanistan or in Iraq. An international campaign has been launched in 2003 in order to avoid that a similar tragedy, comparable to that of landmines, could recur in the next few years. After the vote in Belgium of a law banning cluster bombs, what are the prospects of a ban at the international level and in France? Which role could citizen mobilization have in this struggle ?

No learning brings to the parent the minimum knowledge to satisfactorily fulfil his task, and yet s/he is overflowed by, often contradictory, advice from everywhere, among which it is difficult for him/her to choose. How to choose one's position in the debate opposing the defenders of a non-violent education to the supporters of an education with physical violence as a constituing principle? It is in order to allow parents and educators to consciously determine their position that the association “Ni claques ni fessées” tried to collect serious scientific and historical information available on this topic.

  • Peace through Transparency

    Many armed conflicts are generated by the greediness of some people to confiscate wealth in order to take power or maintain themselves in power. Civil society has taken some initiatives: the "Publish What you Pay" campaign which aims at making public the amount of money (of any kind), paid to countries with natural resources, and the Tax Havens campaign which aims at fighting against territories allowing tax evasion, money laundering, corruption and conflict financing. These two initiatives have a common goal: pushing for good governance through transparency in order to finance development and reduce poverty, thus promoting democracy and peace.

  • Promoting the culture of peace : let's go further!

    Our contribution is to examine UNESCO's action as the UN lead agency for the International Decade for a culture of peace and non-violence for the children of the world (2001-2010).   • Promoting a culture of peace and non-violence

    Peace cannot be decreed "top-down": it requires a whole process of changing people, their values, their representations, which would lead to, according to Gramsci's phrase, a new “cultural hegemony” based on peaceful and non-violent attitudes. Lacking such ground, non-violent processes might be reduced to voluntarist techniques. During this workshop, we will explore the different facets of such a culture: revivifying democracy through a genuine dialogue between people, enabling everyone to engage in a process of forgiveness and reconciliation, arousing dynamics of reciprocity between cultures in the globalisation context.

    Unemployment and exclusion are forms of violence, locked inside those it affects and consumes. For thirty years, diverse initiatives have been taken to organise collectively job-seekers and to find innovative forms of solidarity between employed people, on one side, and jobseekers and excluded persons, on the other. These initiatives of solidarity are in practice related to the wisdom of "constructive resistance" shown By non-violent movements in other surroundings. Nevertheless, those two cultures seem not to have come closer to each other and do not cooperate. How can we establish closer relationship between them in order to better fight toge-ther against exclusion? That is the question that is dealt within this workshop.

  • Peace and non-violence education : school programs and an international declaration

    This workshop aims at exploring the various attempts undertaken in different countries and at the international level in the aim of promoting peace and non-violence education. Participants in the workshop from different European countries present their school program projects, aiming at establishing peace and non-violence education as a full-fledged program in schools at all educational levels. The International Coalition for the Decade also presents its draft international declaration on children's right to violence-free education and to peace and nonviolence education.

  • Cities for peace and democracy in the Balkans

    From day one of the war in Former Yugoslavia, some European local communities mobilized themselves to oppose the conflict and support the towns concerned by it. Bonds have then been created and have continued for more than 15 years, intended to streng-then peace and develop local democracy. The European Council wished to support this process by developing in 1993 the Local Democracy Agencies Program.

    Since 1993, the 11 agencies' network undertakes projects based on decentralized international cooperation. By now, the network is composed of more than 200 local and regional communities and associations, coming from 21 European countries.

    What if, in order to consider the phenomenon of conjugal violence in its totality, we focus on violent actors? The aim is to help those men and women with violent behaviour in their conjugal relationships to express their sufferings. It is this suffering that is considered to be the source of such violent behaviour. During the panel, Yvette Bailly demonstrates her experience in Quebec where a program has been set up to this effect. Pascal Cuenot, psychologist, has worked in cooperation with the association “Parenthèses à la vio-lence” at Belfort for 14 years, which is one of the few institutions in France that meets violent individuals and offers them social and psychological support. He reports also on his experience.

    Since February 2005, the Palestinian village of Bil'in, West of the city of Ramallah, has become the symbol of the non-violent strug-gle of the Palestinians against the Israeli occupation and the construction of the Wall. Every Friday, Palestinians, along with hun-dreds of Israelis, protest non-violently against the construction of the Wall in their village. These protests represent a new kind of solidarity from the Israelis with the Palestinians. It has proved efficient and shows that a non-violent struggle can be fruitful.

  • The consequences of French nuclear testing

    France carried out 210 nuclear tests including 50 aerial tests in the Algerian Sahara and in Polynesia between 1960 and 1996 to obtain the atomic weapon, pivot of the defense policy and update its nuclear arsenal. Health consequences on the populations and on the staff have always been denied by the French authorities. Recent reports and enquiries have shown that those tests were as dirty as the Anglo-American tests, from which the French authorities always wished to be differenciated.   • Media and the challenge of reconciliation

    Media are occupying a growing place in our society, but journalists often tend to give priority to alarmist statements. They forget to underline positive initiatives and efforts towards peace and reconciliation. Worse, they sometimes get actively involved in conflicts, as shown by the terrible example of the Rwanda genocide. Yet media personnel can contribute to dialogue and reconciliation in all areas. This workshop will address this issue and present some of the initiatives taking place in this field, with different approaches.

  • The confiscation of Jerusalem : Jerusalem, an issue for peace

    The French NGOs Platform for Palestine is carrying, in 2006, its Campaign against the Wall and for the end of the occupation of the Palestinian territories. The Wall, whose construction in and around Jerusalem has been very intense, represents the conclusion of the policy of annexation and colonisation that has been carried out by Israel in Jerusalem for 40 years with the objective of proclaiming an only-Israeli sovereignty on the city. In order to put an end to this fait accompli policy that would be a major obstacle to peace between Israelis and Palestinians, the French NGOs Platform for Palestine and its members decided to echo back the action of Palestinian and Israeli civil societies in favor of a just and long-lasting peace.

    This participatory workshop explores the role of civic nonviolent action in campaigns for basic rights such as human rights, minority rights, gender rights, and social and economic equity. Participants will acquire an overview of the key generic concepts and princi-ples of civilianbased nonviolent struggle. It is facilitated by Shaazka Beyerle, Vice President of the International Center on Nonvio-lent Conflict, and Ivan Marovic, a co-founder of Otpor, the nonviolent resistance movement against Slobodan Milosevic in 2000.

    Civil Resistance and collective action strategy in lower Atrato In the Lower Atrato region, a strategic isolated region in Northwest Colombia, Afro-Colombian populations organise themselves to resist armed and economic aggressions. As the inheritors of experiences of peace Communities, ASCOBA organisation - Association of Community Councils and Organisations of Lower Atrato - struggles to defend life and the respect of political, economic and cultural rights in a context of armed violence. An ASCOBA representative will bear witness to this community organisation experience, and the French Solidarity Committee to Lower Atrato Communities, which has been part of this experience since 1997, will present its action in favour of a local experience of peace building.
