As the Decade to Overcome Violence approaches its end in 2010 the
challenge to reduce, prevent and overcome violence has increased even
further. The church is known for its complicity in violence while at
the same time preaching peace. The ecumenical movement has chosen to
consider just peace over against just war and to promote
reconciliation. How does that resonate with the reality of violence as
we witness it every day? What are the obstacles to overcome violence?
What is the scope of the International Ecumenical Peace Convocation in
2011? How can people participate?

Non-violent
education and mediation within the schools in Algeria
Four women, school health professionals trained in mediation are
volunteer organizers of joint workshops aimed at raising awareness
about mediation. They target school health professionals in Oran, as
well as youth in non-profit associations. When knowledge and experience
about non-violent methods are acquired, how can they be transmitted and
practiced in schools? How can institutions be approached for a better
impact on both youth and adults. Testimonies on the outcomes of the
initial efforts of a promising experience, not without verious
difficulties.

Non-Violence Network
This workshop will present the creation by the French Coalition for the
Decade, under the scientific responsibility of Jacques Fortin, of a

Ethics and nuclear
dissuasion
Is possession of nuclear armaments, even within the scope of nuclear
deterrence, compatible with common moral rules? International
agreements have been established to ban chemical and biological arms,
and other weapons of mass destruction. Is it necessary and feasible to

Contributing to

primary schools.
This workshop will present an experience of awareness-raising about
non-violence in a Moroccan school, realized by the Moroccan Coalition

workshop will highlight the ways of expression of violence at school

Learning from the
War-Makers About Working for Peace: New Strategic Thinking for
Long-Term Peace Work
US peace workers often feel frustrated. Much of this frustration comes
from actions based on a short-term, tactics-centred approach. They try
to influence conventional political leaders, and seek mass media
attention; yet are usually ignored by both. We will examine a new,
long-term strategic approach, not dependent on approval by politicians
or mass media. This new vision builds on classics of strategy such as
The Art of War by Sun Tzu, plus forty years of “front-line” anti-war
work.

Burma
In Autumn 2007, Myanmar, name of the former Burma, has occupied the
front of the international foreground through the non-violent revolt of
the Burmese people, led by Buddhist monks. This workshop will go back
over the political situation in that country that lives almost cut off
from the world, under a military junta's control, and it will be an
opportunity to evoke non-violent actions taken in that country in
favour of democracy and peace.

The role of local
communities in peacebuilding
For several years, the French department of Seine-Saint-Denis has been
developing a culture of peace policy towards the inhabitants, in order

Kosovo, a European
issue: what lessons, what peace?
The last great armed conflict in Europe took place in Kosovo in 1999.
Will the recognition of Kosovo’s independence be the end of that
conflict or a new source of destabilisation? The European Union was

Child soldiers

"Living With" in
order to build peace
To live with someone who is different is a true education in peace. For
to refuse those who are different is to create exclusion: economic
exclusion for the homeless, social exclusion for the mentally,
physically or psychically disabled, cultural exclusion for followers of
a minority religious tradition. Why should a person be considered unfit
to fully participate in society because of their difference? Our guests
will demonstrate that to accept someone's difference and to live with
others who are different in some way modifies our vision of the world,
develops our tolerance and respect for others and is a concrete way of
building peace.

Human rights
education as an integral part of peace and non-violence education
In September 1999, the General Assembly of the United Nations defined
the culture of peace as "a set of values, attitudes, traditions and
modes of behaviour and ways of life based on respect for life, ending
of violence and promotion and practice of non-violence through
education, dialogue and cooperation; […] full respect for and promotion
of all human rights and fundamental freedoms" (Resolution A/52/243). In
this year of the 60th anniversary celebration of the Universal
Declaration of Human Rights (1948), at the heart of the International
Decade for the culture of peace and non-violence, this workshop will
highlight the close links between human rights education and peace and
non-violence education, both foundations of a culture of peace.

Resolution 1325 of
the United Nations: a tool for reconciliation
Women have always played important roles during armed conflicts. They
have played roles in prevention and reconciliation processes, although
this work is often forgotten (or not sufficiently recognized), both at
the governmental level, and in peace movements. UN Security Resolution
1325 is one of the most important international mandates on gender,
peace and security issues. The resolution calls for the full and equal
participation of women in all peace and security initiatives, taking
into account gender issues during conflicts, peacekeeping and
rebuilding societies. This workshop will discuss how this resolution
can be put into practice.

What non-violent
action in Tibet?
The situation of Tibet has been brought back to the international
foreground these last months. The Dalai Lama, in exile in India, has
reminded the cultural genocide of which the Tibetan people is suffering
today because of the Chinese authorities, while reaffirming his wish to
lead his action and the dialogue with these same Chinese authorities in
the framework of non-violence, traditionally advocated by Tibetan
bouddhism. This workshop is an opportunity to acquire a more profound
understanding of the foundations and conditions required for
non-violent actions for peace in Tibet.

Violence on T.V.:
the effect on children and possible solutions
Association "Enfance-Télé: Danger?" is an organisation that was created
in 1994 after the murder of a child by 2 other children in Norway, who
had reproduced what they had seen on TV the previous day. The
increasing build-up of violence on TV has serious consequences (now
proven by eminent specialists) on the behavior of children, born
imitators, during childhood and as and future adults. In present-day
society, children are increasingly either the actors or the victims of
violence. Our responsibility as adults is to protect them from these
forms of violence.

Learning to live in
peace: the village of Neve Shalom-Wahat as Salem
The Israeli village Neve Shalom-Waha as Salam was founded over 30 years
ago. An equal number of Israeliens of Jewish and Arab (Moslem and
Christian) backgrounds live and work there side by side. All the
activities are based on education: the bilingual elementary school
(Arabic and Hebrew) is open to different cultures. The school of peace
caters to multicultural and interfaith groups who discuss their
different points of view. The methods created in the village are used
in other areas of conflict throughout the world.

Developping
citizenship competencies: an example of educational cooperation between

Art: a pathway to
peace
Three speakers –one on theatre, one on painting, and one on music –
will explain how their different artistic experiences can help to
create a climate of peace among people, especially among children,
particularly in conflict situations. Art enables people to see
themselves differently and to accept considering others as different
and beautiful, because what they receive has no mercantile or
intellectual value, only matters of the heart. In this way, art can
create a different attitude towards time and space in situations of

Television: the
dramas of advertising intended to children
Should television advertising targeting children be banned? In Sweden
it is the case, since a law passed in 2001. Why not in France? Should
we talk about violence towards children when they can see about 40 and
60 ads on television wednesday mornings, depending on the channel? Do
they have the means to resist excessive consumption, frequently leading
to dramatic consequences: obesity, tyranny of trademarks, loss of
parental authority... MAN decided to react and begin a non-violent
action in order for the french legislator to forbid advertising, during
programmes intented to children under 12.

Civilian peace
intervention: a concrete engagement towards promoting peace
Civilians are increasingly playing an important role in crises
situations in terms of human rights monitoring, international
accompaniment of local activists and local populations, mediation and
rebuilding of civil society, support to local organisations acting for
democracy, etc. Non-governmental organisations have experimented
missions of civilian peace interventions for many years. They proved to
be operational alternatives when official diplomatic initiatives have
failed, and when military action is whether impossible or inadequate.

In the face of
critical situations: fasting and circles of silence
In the most urgent and dramatic cases, after unsuccessful attempts for
ending injustice or violence, the cry of people who choose to fast can
be heard. M K Gandhi started his fasts only in serious and urgent
situations. Circles of Silent people function in the same way. The two
French witnesses of this workshop have experience in both Fasting and

How can we find a
way out of the violence of unemployment?
The modern society is built on the Taylor output model and mass
consumption. It sets up work as a moral value and translates it into a
perquisite to benefit from the free trade model. In this context, the
unemployed are disqualified and stigmatized at the same time. The
society commits violence against the jobless: a compulsory tightened
control as well as a detailed reflection on social minima, social aid
in general… But the unemployed also commit violence against society, as
a living denunciation of flexibility and employability principals, set
up by the liberal economic system. This workshop’s target is to think
about possible solutions to the violence of unemployment.

Abolishing BASM and
stopping banks from investing in controversial munitions
Unfit to respect the humanitarian international law, cluster munitions
are responsible for numerous civilian casualties. After the Dublin
diplomatic Conference which will close the negociation cycle for the
International Convention to ban cluster munitions, Handicap
International will continue to diffuse information about the Oslo
Process. It commits States, sensitized by civil society, to adopt an
instrument that will stop the unacceptable consequences of cluster
munitions on civilians. Then Amnesty International will have a good
opportunity to restart its awareness campaign on bank investments in
controversial weapons such as landmines and cluster munitions.

In the twelve months of his presidency, Nicolas Sarkozy -under the
guise of answering criticism of “double standards” from the non-nuclear

“forestalling a confrontation between Islam and the West”- has embarked
on a policy of exporting nuclear power plants, in particular to all the

Janadesh, the
non-violent march of the landless persons in India
In the tradition of Gandhi's non-violent marches, this is a testimony
about Janadesh in 2007. In Hindi, Janadesh means “the people’s
verdict”. This is the name of the big non-violent march which left
Gwalior, October the 2nd of 2007. Throughout the 350 kilometres which
separate Gwalior and New Delhi, the 25 000 marchers made their voices
heard. They arrived in front of the Parliament of New Delhi to demand
the creation of a Land High Court and of a Court of Justice, assigned
solely to the conflicts about land property. Anaïs and Anne-Béatrice

experience with us.

Comme un seul
homme: the story of non-violent war resisters in Algeria (1959-1963)
A film directed by François Chouquet in 2005, and funded by the members
and Non-Violence XXI. They were 20 years old when they decided to
oppose the Algerian War through non-violent means. Passive resisters,
conscientious objectors, draft resisters: more than 40 years later they
meet again and proceed to analyse their political engagement, echoed in
today's news. This movie explores the individual and the collective
dimensions of these men's common history, through their own accounts ;
the obviousness of saying no to a colonial war led them to experience
the loneliness of a choice out of the common, willingly paying with
years of jail the decision to obey only their own conscience.

Nuclear
disarmament: project for a Convention
There are now Conventions both for biological disarmament and for
chemical disarmament. The only "Weapon of Mass Destruction" for which
there is no such convention is the nuclear weapon. This Convention has
been an agenda item for years. Several times the UN General Assembly
has requested that States party to the Non-Proliferation Treaty commit
to nuclear disarmament. However nuclear States, including France,
continue to oppose it. For these States, nuclear arms should remain
throughout the 21st century. A very large campaign to promote a
Convention on Nuclear Disarmament was launched by NGO's all over the
world. It aims for total disarmament by 2020. This workshop will
address the situation today.

Today, the vendetta
in Albania: need to inform and act
This workshop is an initiative of MRAP-Vitrolles, in cooperation with
the cultural center Lindart of Tirana and the French association
Albania. For years, these associations have been linked with children,
victims of the vendetta: they can't go to school or have a normal
social life, they are raised in the fear and the hatred of the
“Stranger”. Vendetta, 'kanun', 'gjakmarrja' or blood feuds are terms
all the more anachronistic at the beginning of the third millennium as
they are used to describe children’s daily life. We have to stay
informed to better help those who are fighting against vendetta, which
is such a crual and illegitimate private justice !

The adbusters in
non-violent action
Advertising defaces landscapes and encourages a superconsumer society
which is useless and dangerous for public health and for the planet.
Confronted with this aggressive advertising invasion, the members of
the two-years-old "Collectif des déboulonneurs" openly deface
advertising pannels or cover them with canvas during daylight. They
demand that a law forbiding any panel larger than 50 x 70 cm be
promulgated for public spaces. These militants act in a non-violent way
and assume the responsibility of their actions with respect to the
police and the courts.

Everyday, about ten million people suffer from the consequences of

Refugees, displaced
persons, host communities, how can we build peace in everyday life?
32,9 millions is the number of people of concern for the United Nation
High Commissariat for Refugees in 2006, whether refugees, asylum
seekers, or internally displaced persons… When displaced persons arrive
in the host region or country, or when they return home, movements of
people, often massive, can bring major crisis and can destabilise the
region: problems of understanding and cohabitation, environmental
pressure, inequality for access to basic services, competition for
land. When working on issues of displacement and/ or forced exile, one
has to take also into consideration the question of the respect of
human rights: in an armed conflict, the displaced persons face
important violations of their rights. They often don’t have a clear
juridical statute responding to their situation. Moroever, the right of
return represents a crucial challenge for the displaced and refugees.
When it's not possible for people to return to their land, one has to
think about their social and economic integration in another region or
country. Therefore, the situation of refugees and internally displaced
persons is a major challenge for peace.

Promoting
environments that encourage a culture of peace
Education as an aid to life' in Montessori education means one adapted
to children’s ages and cultures where they learn to care for
themselves, their environments, inside and outside, and to respect
life, plants, animals and human beings. Adults can learn to allow the
child to 'help me to help myself'. Too much or too little stimulation
and help is detrimental to harmonious personal growth. Several examples
from Montessori environments and others, reveal links between peaceful
children and peaceful environments: ‘slow food, slow schools’. Aspects
of art and culture in promoting a culture of peace will also be
addressed.

School Mediation in
France and in Algeria. Two experiences (Génération Médiateurs &
REMA-MEDIOR), one common aim: description, dialogue and debate
When you have some pragmatic knowledge, how can you transmit it and
practice it in schools? French teachers and health professionals in
schools in Algeria direct mediation and positive management of
conflicts workshops, with educators, youth and pupils: from 1993 in
various regions of France (Génération Médiateurs), and from 2004 in
Oran, Algeria (REMA-MEDIOR). Testimonies and exchanges on the promising
results obtained, overcoming various difficulties...

Justice and Peace
through non-violence: following the example of Francis of Assisi
Everyone proclaims to be a Justice and peacemaker. However for actually
implementing it, only a few people have confidence in the nonviolent
spirit and method. This small group is growing but still seems too
small. Why? The testimonials provided by people varying significantly
by age, who are at the same time practitioners of the gandhian
nonviolence and members of the spiritual family of Francis of Assisi.
M.K. Gandhi and Francois of Assisi stressed the importance of adopting
a modest lifestyle to become men and women working for peace.
